The author, "tamilezhutthuru3", appears to be R.Padmakumar, author of Effort in Standardizing Unicode Tamil Sort Order. The pages themselves are still available (as of 2010-03-23) and have much more information than is summarized here, including
- links to download the fonts (but at least some of these links are non-functional)
- graphics of the encoding sequences
